North Korea

North Korea's economy is being physically rewired toward Russia and China. A road bridge opened on the Russia-North Korea border on September 7, and by September 30 Pyongyang had completed two road bridges easing transport to Russia and China. Pyongyang dismissed new sanctions as unable to block development, while the EU sanctioned the Songdowon children's camp and a North Korea-linked cyberattack was suspected in a $1.1 million crypto theft.

North Korea's diplomacy is running on two tracks: engagement signals with Washington and deepening alignment with Moscow and Minsk. Trump called Kim Jong Un a friend and downplayed the nuclear threat, while an ex-US commander floated a Trump-Kim summit between November and December. Kim's sister denied South Korean landmine claims as Seoul demanded an apology, and Russia's PM described relations with the DPRK as at an unprecedentedly high level.

North Korea is in an active missile-testing and nuclear-doctrine-hardening phase. It fired ballistic missiles into the sea on September 20, tested a new hypersonic weapon on September 22 that Kim hailed as a success, and declared it will never give up nuclear weapons. A nuclear-capable warship that capsized at launch finally joined the fleet, and Kim vowed a nuclear-armed navy.

The dominant societal tension is the collapse of the defection route out of North Korea. Defections dropped to a record low, described as 'currently impossible' in freefall, even as two North Korea members of the Asian Games sought asylum in Japan. Separately, North Korea's nuclear tests may have reactivated fault zones and increased earthquakes.
