South Korea's alliance with the United States

Some twenty-eight thousand American soldiers are stationed in South Korea, and in a war an American general would command the South's army as well as his own. The alliance was made in 1953 to stop a second attack from the North, and extends America's nuclear protection to a country that has none. South Koreans have paid for it with land, money and deference. In August 2026 the American president cut short the alliance's main exercise by public order, saying it cost too much and stood in the way of a meeting with Kim Jong Un.

South Korea, the United States and Japan began the annual Freedom Edge exercise on 7 September. North Korea commissioned a nuclear-capable destroyer the same day. On 8 September South Korea notified the nuclear agency of its intent to consult on a safeguards arrangement for nuclear-powered submarines. Three South Korean soldiers were injured in a landmine blast in the demilitarized zone on 21 September during an operation over a suspected North Korean minefield. On 29 September South Korea blamed North Korean mines for the blast, and the United Nations Command said an armistice breach occurred. On 30 September South Korea demanded an apology and urged a halt to border fortification.

What the dispute is about

What the exercises are. For the allies, the rehearsal without which a combined army cannot fight. For the North, preparation for invasion. For this American president, an expense, and a card to offer Pyongyang.

Who commands. South Korea handed control of its forces to an American general in 1950 and has recovered it only for peacetime. Its present government wants the rest.

The umbrella. America promises to answer a nuclear attack on the South with its own weapons. As the North acquires missiles that reach American cities, South Koreans ask whether any president would trade Seattle for Seoul.

Seoul's account

The alliance is the foundation of the South's security and will stay so. Deterrence and dialogue go together: the stronger the defence, the safer it is to talk. The South is taking more of the burden itself, with one of the world's larger defence budgets, its own missiles and soon its own command. It supports the American president's effort to reopen talks with the North, and asks only that decisions about the peninsula be made with the country that lives on it.

Washington's account

America has defended South Korea for seventy years and South Korea has grown rich. It can pay far more for the troops that protect it and buy far more from the country that provides them. Large exercises are expensive and provocative, and scaling them back costs nothing if it brings Kim to the table. The president's personal relationship with Kim is an asset no predecessor had.

Pyongyang's account

What each account leaves out

Seoul's leaves out that the order to cut the exercise took it by surprise, and that its policy of dialogue has had no answer from a North that no longer recognises it as Korean.

Washington's leaves out that South Korea already pays most of the local cost of the bases and built the largest of them; that the same president suspended exercises in 2018 and the North's arsenal grew regardless; and that the South's firms were asked to invest in America and then saw their workers detained there.

Pyongyang's leaves out that its own army, the world's fourth largest, is deployed forward within artillery range of Seoul, and that it has answered every reduction in exercises with missile tests.

The doubters' leaves out that a South Korean bomb would break the treaty on which the country's nuclear industry and its alliance both depend, and invite the sanctions it has helped impose on others.
