NATO Chief Rutte Outlines 'NATO 3.0' Plan for Stronger Europe

NATO Secretary General Mark Rutte presented a proposal called 'NATO 3.0' aimed at building a stronger Europe within a stronger alliance. The plan reportedly met with dissatisfaction from some NATO countries over its approach to Ukraine. Rutte also complained that Russian President Vladimir Putin does not play by the rules. He additionally commented on the reduction of U.S. troops in Europe.
