Russia condemns Ukraine attack on Starobilsk college, Putin orders response

Russia's UN envoy Vasily Nebenzya called the attack on a college in Starobilsk evidence of Ukraine's unwillingness to negotiate. President Putin labeled the strike a terrorist act and ordered the Defense Ministry to prepare response options.
