He accused Russia of exploiting a pause in fighting during a severe cold snap, when temperatures reportedly dropped to -20°C, leaving thousands without heat.
Separately, French President Emmanuel Macron stated that technical work is ongoing to restart dialogue with Russian President Vladimir Putin. Macron said European backers of Ukraine are preparing for such talks, with preparations underway for a potential phone call.
