EU agrees on new sanctions against Russia

On 23 July 2026, EU countries agreed a 21st package of sanctions against Russia over the war in Ukraine, after weeks of internal disputes. Reuters reported that it targets Russian banks, and the EU blacklist now stands at 3,100 individuals and entities, according to APA. Greece lifted its veto after securing an exemption for LNG and gas shipping.

EurActiv called the package watered down, and Die Welt reported that fish measures failed. The package conditionally includes Georgia's Kulevi oil refinery, according to Civil.ge, and El Mundo reported that it extends the oil price cap. BelTA quoted Kallas as calling it the largest sanctions package against Russia in four years.
