On 1 September Ukraine attacked the Ust-Luga port with 52 drones, and NATO jets scrambled over Estonia. On 3 September a Russian ship was seized in Norway while Naftogaz pursued $4.2 billion from Moscow. On 13 September the American president urged Ukraine to halt strikes on Russian diesel refineries. On 20 September Ukraine launched more than 1,000 drones at Russia and hit Moscow. On 25 September the Novoshakhtinsk oil refinery suspended operations after a drone attack, according to the governor. On 30 September Russian attacks on Kyiv killed four people and hit the power grid.
