Europe and the United States

For seventy-five years the United States guaranteed Western Europe's security and Europe accepted American leadership. The present American government holds that the arrangement cost America too much and brought it too little. It has put tariffs on European goods, demanded that allies more than double their military spending, reduced its forces in Germany, attacked Europe's rules for technology companies, and pressed Denmark to cede Greenland. European governments have mostly paid what was asked while starting, slowly, to prepare for an America that may not be there.

The United States banned Canadian alcohol, dairy and motorcycles. President Trump lifted tariffs on Irish whiskey during a visit to Ireland. He threatened tariffs on the European Union over a plan to give Canada associate membership. He signed a Russia sanctions bill that carries tariff powers, and later backed a plan to ease some Russia sanctions. Xi visited Trump as the United States and China extended their tariff truce.

What the dispute is about

The price of protection. Washington says Europe has lived under an American shield without paying for it. Europeans answer that America gained bases, markets and followers in return, and ask what the guarantee is now worth.

Trade. Europe sells America more goods than it buys, and America sells Europe more services. The administration counts only the first.

Who sets the rules. Europe regulates the American companies that dominate its digital life, and Washington treats the fines as a tax on America. On Ukraine, Iran, China and Greenland the two now differ as often as they agree.

What kind of West. The administration openly prefers Europe's national-conservative parties to the governments it deals with, and says so.

How each side explains it

Washington's account

America defended a rich continent for three generations while that continent spent its money on welfare, closed its markets to American farmers and cars, and fined American companies for being better than its own. Every president since Eisenhower asked Europe to do more; only this one made it happen. Allies that pay will be defended. America's main rival is China, and Europe must carry the defence of Europe. Its governments should also ask why they fear their own voters.

The account of the European governments

The alliance served America as much as Europe. The only time the mutual defence clause was invoked was for the United States, and Europeans died in Afghanistan for it. An ally does not threaten another's territory, tax its exports by decree, move troops to punish a chancellor's remarks, or back parties that want to dissolve the European Union. Europe will spend more because it must, and will build its own arms, its own technology and wider trade, because it has learned that it has to.

Washington's leaves out that its bases in Europe serve its own operations in the Middle East and Africa; that Europe buys most of its imported weapons from American firms; and that troop movements tied to Greenland, to remarks about Iran or to a government's politics are not about burden-sharing.

The Europeans' leaves out that they did underspend for thirty years despite their own promises; that most of the increase came only under this pressure; that their car tariff was four times America's; and that they signed a trade agreement they called unbalanced because they need American arms for Ukraine.

Moscow's and Beijing's leaves out that Russia's war is what doubled Europe's military budgets and brought Finland and Sweden into NATO.
