Mexico in July 2026: the most important developments in security
In July 2026, Mexican security was dominated by the case of drug lord Ismael 'El Mayo' Zambada. A US court sentenced him to life in prison on July 20. Earlier in the month the FBI acknowledged its role in his arrest, US prosecutors charged an associate of Zambada with narco-terrorism, and Mexican officials objected to how Washington had handled the operation. Mexico extradited the pilot who had flown Zambada to the United States. After the sentencing, the two countries disputed the seizure of assets linked to him.
A second theme was the fight against the Jalisco New Generation Cartel (CJNG). On July 1 Mexico summoned officials to the presidential palace after a formal US complaint about how Mexican authorities were dealing with the cartel. The United States named a new CJNG leader on July 8, and on July 16 the US Treasury designated two more Mexican cartels as foreign terrorist organizations. On July 23 the US Treasury and Mexican authorities announced what they called their biggest blow yet to the Jalisco cartel, which included the stepson of El Mencho, and the two governments said they would work jointly against illicit finance.
Immigration enforcement in the United States also strained relations. A Mexican national died after being shot by an ICE agent in Texas on July 8, and Mexico said it would file criminal complaints in the US over the deaths of Mexican citizens. By July 23 it had confirmed 20 complaints across eight US states. On July 17 Washington rejected Mexico's objections to its enforcement operations and called them unfounded, saying its actions are lawful and necessary.
Inside Mexico, a kidnapped journalist was found dead in early July and police made arrests. A mayor in Guerrero, who had survived an earlier assassination attempt, was shot dead in his office on July 23. Reports linked border-state police to kidnappings and extortion. Former Baja California governor Jaime Bonilla was arrested on fuel smuggling charges. Homicides fell at World Cup venues during the tournament.
